Officials said a few spas are interested in offering massage therapy, which is becoming more popular as a means of promoting health and preventing illnesses.
Still, massage businesses have a reputation as a place to get sexual services.
So, Troy's proposed ordinance prohibits sexual acts and beds and requires that massage therapists wear conservative uniforms
